1.05.2020 – Labour Day – First time in 130 years there is no protest outside as people gather on their balconies.

Zurich was unusually quiet last today as the coronavirus succeeded where all others including wars had failed.

For the first time in 130 years, Labour Day could be celebrated downtown and the unions and other social activists had create new ways to spread their message and express their solidarity with others together.

Switzerland is the only country in the world where May 1, Labour Day, has been celebrated without interruption since 1890.

Today there are no gatherings, speeches, protest action or parties and music with a grill or more. All you may hear today is the banging of pots and pans …. maybe.

1.05.2020 – Federal plan considering re-start of Swiss church services in June

A corona protection concept for churches was developed by the association freikirchen.ch (VFG).

They have submitted to the Federal Council a strategy for the relaxation of measures. They have yet to finalise how churches will open. This means that the churches are unlikely to be able to hold public services until June, the VFG said.

The consultation for church re-openings included the  Swiss Evangelical Church (EKS) and the Swiss Evangelical Alliance (SEA).

The proposed Swiss churches re-opening measures included:

  • The refraining from shaking hands during the service
  • Adherence to the “social distance” of two meters
  • Entering and leaving church to be staggered and by separate entrance and exit if possible
  • Spacers (tape) glued to the floor,to ensure distance during prayers and at other times in or around the church
  • Separation of congregants in any community hall service which would go beyond the suggested every second seat being in use (except for same household family church goers)
  • A counting systems like retail which may be a ticketed system to make sure space and number of attendees are correctly managed for church size and their capacity number. Email registration pre-service options included
  • Development of digital offers such as the live streaming of church services are to be maintained for vulnerable groups.

The VFG recommends a continued phase of no giving of the sacrament until later in the year in another phase.

1.05.2020 – Zug leads and Zurich follows on the work of contact tracing.

The federal government is preparing a comprehensive contact tracing initiative.

All infected people and their contacts in Switzerland are to be tracked down and sent to quarantine.

This is possible because the number of new coronavirus cases continues to decline.

With this containment strategy, one tries to strictly prevent the spread of the virus, said Koch.

The canton of Zug had always followed this strategy. After a positive laboratory result, the infected were contacted first in order to identify any contact persons, said the cantonal doctor in Zug. Infected and contact persons were then quarantined.

The understanding of the measure was really understood and accepted by the public.

1.05.2020 – Swiss Unia Union requests more support and some form of finance bridging for workers

They claim too many workers fall through the social security network in the Corona crisis. The Unia union calls for a bridging fund to be created to support people because unemployment is rising and companies are not observing all employee protections. The 60 billion francs in government aid was supposed to secure jobs and people are in financial stress which could be as much as a million people.

That is why the union demands 100 percent wage replacement for those on short-time work on incomes under CHF 5000 per month. Nobody should be fired because of the Corona crisis and the bridging fund should extend to those not covered by the income replacement scheme or unemployment insurance.

The Unia union has around 190,000 members, the largest union in Switzerland and represents the interests of employees from over a hundred industries.

1.05.2020 – World Championships 2021 – Ice Hockey – Not in Switzerland

After the 2020 Ice Hockey World Championship fell victim to the coronavirus pandemic, Switzerland will not host the 2021 tournament either. This was announced by the Swiss ice hockey association.

The Board of Directors and the management decided not to apply to the international association to hold the World Cup next year.

The association claims economic reasons with uncertain sponsor income and ticket proceeds as the reason for not holding a future games.

Swiss ice hockey fans may have to wait until 2023 to see the championships on their home soil.

1.05.2020 – Danger of 2nd wave a reality and should not be dismissed

The federal experts have also made it clear that there is still a risk of a second corona wave. Matthias Egger, President of the Confederation’s Scientific Task Force, in a press conference today considers this to be “in principle possible.”

Many many people have not yet gone through the disease either as a carrier or being tested positive before or after they had the coronavirus.

The protective measures that are currently in place are intended to prevent this scenario from occurring.

If the population continues to adhere to the distance and hygiene measures, a second wave can be prevented, said Egger. Koch also appealed to the discipline again: “Epidemics arise from the behavior of people, not from the virus itself.”

1.05.2020 – Association of Swiss Camping request immediate opening of campsites

The Association demands that the Federal Council open campsites immediately. It was not understandable that campings were treated differently from the other accommodation providers, the association complained in a message on Friday.

The Federal Council must treat campsites the same as hotels, youth hostels or SAC huts.

They argue separation for guests and social distancing and hygiene controls can be easily implemented.

1.05.2020 – Hospitality in trouble and many hotels fearing for survival

The Corona crisis threatens a bankruptcy wave in the Swiss tourism industry. A survey of the industry found that  3,200 companies expressed concern about their future according to an industry survey published on Friday.

The hotel industry is struggling with occupancy levels of around 10% in May with only a rise to 20 to 25 percent for the summer.

Losses are estimated to be CHF 8.7 billion for the period March to June because of the coronavirus.

Despite government measures and the short-time work allowances and bridging loans, many companies feel they cannot continue. This is especially so in western Switzerland, Ticino and the Basel region.

The survey was carried out by the industry associations HotellerieSuisse, GastroSuisse, Seilbahnen Schweiz and the Association of Swiss Tourism Managers, together with Switzerland Tourism and the Tourism Institute of the University of Applied Sciences Western Switzerland Valais.

From April 20 to 23, 3,500 companies participated in the analysis of their current situation.

Following the “socially distanced” or balcony limited protests for May 1st. Saturday afternoon today was the time when around 300 people demonstrated at the Bundesplatz in Bern against the federal corona rules and for the lifting of the restrictions.

News reports ran the story for a limited period – could be described as a peaceful gathering of the “black umbrellas” in reality because of the rain.

2.05.2020 – Karin Keller-Sutter admits communication by the Federal Council could be better at media conference

Federal Councilor Karin Keller-Sutter has defended the reversal or backtracking on some decisions made by the Federal Council.

The state government knew the communication of the easing of the measures strategy was “not optimal.”

The Federal Council announcement on the re-opening of large retailers could have been done better to avoid the confusion caused.

She rejected criticisms from some journalists regarding the priority of the economy over the health of the citizens and pointed out to previous months work to devise a safe re-opening strategy for gastronomy, sports and leisure.

2.05.2020 – Swiss Nursing staff on the limit – Unia union surveyed  3500 nurses

The Unia union surveyed over 3,500 nurses across all of  Switzerland. The results were printed by the “SonntagsZeitung” and show that the care of the sick and the elderly suffers massively, as 90 percent of the respondents state.

The Association of Nursing Professionals SBK also sees it in the same way especially in the areas of elderly care.

“Our professionals pay the bill for years of policy failures,” says Managing Director Yvonne Ribi. “There is a shortage of staff, we train too few, let them work under difficult conditions and, based on responsibility, pay too little a level of wages.”

3.05.2020 – Lock-Down fines less due to unknowns and no reporting by some police authorities

During the lockdown to date, the police throughout Switzerland have received at least 3,500 reports from informers about actual and alleged corona violations.

The truth is unknown because not all city or canton police authorities keep corona related fines or incident statistics.

Over 14,000 fines have been made to date across Switzerland and the French speaking police forces seem to be stricter than their German colleagues based on recorded fines and warnings.

There have been over 20,000 operations or responses to calls regarding corona controls to date.

3.05.2020 – Zurich police called to break up parties Friday and Saturday night which breached the group number limits

The Zurich police had to intervene several times over the weekend because of the corona measures. Calls had to be made to restaurants, bars and other establishments which should have been closed.

According to the police, car parties and related gatherings were a problem, unofficial parties in the woods or at petrol stations which were open to serve alcohol because of their shops being open.

The number of drivers were different at each case as were the number of party goers, some numbered as many as 50 or 60 people.

4.05.2020 – Swiss Air Force back in the sky

The Swiss Air Force reduced its training flights with the F / A-18 fighter jets on March 27  out of respect for the population in the lockdown.

This has impacted the number of flying hours a pilot can achieve this year so they will be back in the air soon in three stages.

From May 11, 2020, the first easing of the restrictions will occur which will include the flight hours of the F / A-18 fighter jets being limited to 120 hours per week with no ground action training.

From June 8, most restrictions are to be lifted in compliance with the recommendations of the BAG.

The final stage in October 2020 will be the full resumption of flying for training, night flying exercises and of course for demonstration teams.

4.05.2020 – Zurich member paid CHF 648 for COVID-19 test after doctor referral

A member had a test and was sent a bill by her health insurer following a referral by her local GP (Hausarzt) and a TelMed type call before the visit to the GP.

A trip to a test point at the hospital, a meeting with the safety-dressed hazmat team who tested her, and a diagnosis. She was told to self-isolate at home.

A few days later she was happy to get the negative test result, but later when the post arrived with the bill, a little unhappy to say the least.

Private healthcare comes in many forms in Switzerland and one fee is not charged by all, she did not check being more concerned with her health.

Other members have reported tests being done for CHF 250 – 350 and one also added “back in Germany, it is €10 – 20” whilst others questioned why a country as rich as Switzerland cannot do as other countries and test its citizens for free. – no response or comment required.

5.05.2020 – Apprentices do not need to take an exam – confirmed. Appeal made to employers.

The 15,000 commercial apprentices graduating this year will not have to take a practical examination because of the COVID-19 Corona crisis. Federal authorities confirmed this together with the cantons and professional associations.

Instead achievement will be marked according to past performance and experience. Both the school and the company part of the qualification procedure will count.

In mid-April, the Federal Council adopted an ordinance laying down the modalities for the final apprenticeship examinations.

While the school-based examination will be removed altogether, there are three options for practical work skill grading. This examination can be taken at the company, at an examination centre or it can be not held.

Those responsible for commercial training have now opted for the last variant.

This is because their basic training included “comprehensive and differentiated” experience marks for both the vocational school and the company providing the training. Together these examinations are proof of competency and a valid and reliable basis for this year’s final examination.

At the same time, the association appealed to the companies to continue to employ their former apprentices.

They asked them to consider fixed-term contracts because current job advertising is over 25% lower than normal. Past experience has shown that young professionals are particularly hard hit by economic crises such as the one today.

Swiss operated the first flight for winegrower seasonal workers today between the Portuguese city of Porto and Geneva. The flights were chartered by Agri Genève.

The flight had a 141 workers on board to help with the work in the vineyards and there will be an additional three more flights  to bring in another 350+ workers in total in June and July.

Seasonal workers in Switzerland can earn the minimum wage of CHF 3,300 or more per month working a 55 hour working week outside in all weathers. Many of the workers come back year after year to support Swiss agriculture.

5.05.2020 – Swiss Bad Zurzach border crossing to Germany to partially re-open

The border crossing at Bad Zurzach in Aargau used frequently by cross-border shoppers from Zurich will re-open to traffic again tomorrow.

The Federal Customs Administration wants a partial re-opening of the borders as part of the Federal Council country-wide strategy. A phased opening strategy of border crossings and customs administration offices is required in the wake of the corona pandemic.

Their goal is to address the signs of an increase in border traffic and to ensure a smooth flow of traffic with minimal disruption.

The Bad Zurzach border crossing will allow people only into Switzerland subject to the current conditions and entry requirements being met. No trucks or goods traffic will be allowed.

The border opening hours will vary and outside the planned opening hours, the border crossing will remain closed.

06.05.2020 – Circus Knie – 100 years of entertaining Swiss people applies for “Kurzarbeit” for its staff

Circus Knie has been impacted by the “corona crisis” like many companies in the events industry.

The basic fundamental of customers sitting as a large group in a show tent means that the company do not know when they can hold shows again. Limited by social distancing measures, the need to disinfect everywhere, the numbers of people who can be together in a group and the loss of a prime part of their seasonal income leaves the circus with no choice.

Their problem, there is no guarantee of support for the artists or other workers.

Many are foreign and are classed as seasonal or short-time workers.

The Knie family are trying their best to provide support. This is because a number of their performers would experience more difficulties upon their return to their home country during the pandemic.

The Circus Knie story and interviews with family members have been reported in a number of news sources during the crisis.

24.05.2020 – Courts decide that Zurich and other Swiss based companies must pay share of rent for employees for working from a home ofice

Whether an employee did or did not rent an additional room or a larger apartment to work from home was also irrelevant according to the court’s ruling.

The Tages-Anzeiger reports that Switzerland’s top court has ruled that employers are required to contribute to employees’ rent payments if they are expected to work from home.

According to the paper, the federal court decision, which has not been made public, concerns an accounting firm that had let an employee work from home.

The company argued that they had not reached an agreement with the employee ahead of time and therefore was not obligated to cover part of his rent.

The court rejected this argument and added that the employee could even request rent compensation retroactively after leaving the company.

Whether an employee did or did not rent an additional room or a larger apartment to work from home was also irrelevant according to the court’s ruling.

The judges estimated a monthly compensation of CHF150 ($154) for the employee’s rent to be justified.

This is the first time Switzerland’s highest court has dealt with the topic of rent allowances for employees working from home.

Thomas Geiser, a professor of labor law at the University of St Gallen, told the paper that the verdict is not surprising as the “law obliges employers to reimburse their employees for all expenses incurred to carry out their work”.

Geiser points out that the decision applies to employees who work from home upon the employer’s request.

However, employees that work from home on their own behest may not receive rental compensation.

For some trade union representatives this leaves out some workers, who may not be contractually obliged to work from home but may be driven to do so because of a range of reasons.

Luca Cirigliano, General Secretary of the Swiss Confederation of Trade Unions, told the paper that companies often use flexible workstations in order to save money on office rent.

It is extremely unfair as well as illegal for employers to pass costs on to employees in this way, Cirigliano told the paper.

The decision comes during an unprecedented increase in working from home due to the coronavirus pandemic. Some employers are exploring whether to extend flexible work arrangements and make “home office” a mainstay for some employees.
